Baring Head Terms and Conditions – WHGPC
This permit is issued in accordance with the Wellington Regional Council’s (GWRC, we or our) Parks, Forests & Reserves Bylaws 2016 (the Bylaws) a copy of which is available here. Every holder of a special access permit (User, you or your) must make themselves familiar with the Bylaws and comply with the same when entering the East Harbour Regional Park/Baring Head (the Park) and/or engaging in any activity allowed under this permit within the Park.
Rights and Rules of Access
This permit and gate access gives a right of access to the Baring Head section of East Harbour Regional Park (see map below) by way of defined legal roads and rights of way for the activity of Hang Gliding or Paragliding ONLY. This permit does NOT entitle you to access along the South Coast outside of the Park unless permission is gained from the private landowners. In addition, this permit does NOT entitle you to enter any area under the control or in the ownership of GWRC that is already under license, lease or permit to any other person.
In return for being granted this permit, you agree that you enter the Park entirely at your own risk. You must take all reasonable steps to protect your own safety when within the Park.
DOGS ARE NOT PERMITTED AT BARING HEAD
Rules:
When entering Park under this permit, you must:
- Access is restricted to between 6am and 9pm
- The WHGPC club will ensure that all members have read and signed off the
- Health and Safety Plan, special access permit conditions of use and
- Park Bylaws.
- Maximum group size 30, maximum of 10 vehicles.
- Vehicles may include motorcycles but access to the park must be through the
bridge gate using the Access APP.
- Obey all signs and notices.
- Leave all gates as found, checking all locked gates are securely locked behind you.
- Comply with all applicable Road Rules, keep your vehicles to the maximum speed of 30kph in all areas, keep to formed roads and keep your lights on at all times.
- Enter streams and rivers only to cross.
- Give way to all recreational users.
- Immediately report the extent and location of any fire via the 111 system.
- Not fell or remove trees, shrubs or other forest produce within the Park
- Vehicles may include motorcycles but access to the park must be through the bridge gate using the Access APP.
- Vehicles must be parked on gravel roads only (not on the grass).
Duration, Cancellation and Consequences of Cancellation
Unless cancelled earlier, this permit is valid for the length of time stated on your permit (Term). If you need an extension of the Term, please contact the Park Ranger.
This permit may be cancelled for any reason whatsoever before the end of the Term by written notice to you, public notice issued by radio or published in a newspaper or posted on GWRC’s website. On the expiry or cancellation of your permit, you must cease accessing Baring Head and your access to the gate will be cancelled.
Not Transferable
This permit and gate access you obtain under this permit are not transferable. You must never allow anyone else to use your gate access.
Damage
The environment within the Park is fragile. You must take every care necessary to avoid any damage to the Park property and/or environment, and any infrastructure within the Park.
If in accessing the Park you cause any damage to any part of the Park property and/or environment (including any objects or other infrastructure on the property), you must, at GWRC’s election, either make good or repair that damage to the satisfaction of the Manager, Parks or pay the costs incurred by GWRC to make good or repair the damage.
Change of Rules or Restrictions
From time to time we may have to place other restrictions on your access to the Park in order to allow us to undertake, without limitation, track maintenance, earthworks, or other operations on any part of the Park or if weather conditions require the same. You agree to comply with those additional restrictions.
